Representative Phillips moved and asked unanimous consent that the             
following committee substitute be adopted in lieu of the original bill:        
                                                                               
CS FOR HOUSE BILL NO. 199(O&G)                                                
"An Act relating to the exploration and production of oil and gas             
and related hydrocarbons, to oil and gas exploration licenses, and             
to oil and gas leases in certain areas of the state; and providing for         
an effective date."                                                            
                                                                               
There being no objection, it was so ordered.                                   
                                                                               
                                                                               
Amendment No. 1 was offered  by Representative Brown:                           
                                                                               
Page 2, line 23, after "AS38.05.005 - 38.05.040,":                             
	Insert "38.05.140(f),"                                                        
                                                                               
Page 9, after line 15:                                                         
	Insert a new bill section to read:                                            
   "* Sec. 4.  AS 38.05.140(f) is amended to read:                           
	(f)  The submerged and shoreland lying north of 57 degrees,                  
30 minutes north latitude and east of 159 degrees, 49 minutes west             
longitude within the Bristol Bay drainage are designated as the                
Bristol Bay Fisheries Reserve. Within the Bristol Bay Fisheries                
Reserve no surface entry permit to develop an oil or gas lease or            
oil and gas exploration license may be issued on state owned or              
controlled land until the legislature by appropriate resolution                
specifically finds that the entry will not constitute danger to the            
fishery."                                                                      
                                                                               
Renumber the following bill sections accordingly.

Committee.
